Restoration of America is a major dark money conduit feeding the election enforcement apparatus. 2022-2023 grants include: $5.08M to SBA List (ETI fiscal sponsor), $2.88M to APP (ETI fiscal sponsor), $2.1M to Fight Voter Fraud Inc, $1.43M to Lawyers Democracy Fund, $3.6M to Over the Horizon, $2.6M to Tea Party Patriots Action, $2.5M to American Majority Action, $1.17M to Liberty Initiative Fund. Restoration of America itself received $8.4M from National Christian Charitable Foundation (2023). This establishes a funding chain: NCCF -> Restoration of America -> APP/SBA -> ETI (Cuccinelli). Cold Harbour Inc (FL) is a commercial entity co-owned by Cuccinelli with Dave Lopez (ex-Navy SEAL, former Blackwater operative) and Foster Coulson. Cuccinelli serves as Treasurer. Cold Harbour was formed not three months before Cuccinelli incorporated Free Them All Inc (DBA Mission Safe Harbour) — an anti-sex-trafficking nonprofit in VA. Lopez is co-director of Mission Safe Harbour. Lopez also co-owns supplement companies catering to anti-vaxxers, one of which had a promotional deal with Mission Safe Harbour sending proceeds from kids' vitamin sales to the nonprofit. This represents a commercially entangled nonprofit structure connecting a former acting DHS deputy secretary with private military contractors.

Cuccinelli authored the DHS chapter of Heritage Foundation Project 2025, advocating stronger executive control over federal agencies, tighter border enforcement, and significant restructuring of immigration services.

ETI is structurally NOT an independent entity — it is a joint project of SBA Pro-Life America and American Principles Project launched Feb 2021 with $5M budget. ETI does not appear to have its own EIN. The two ETI entries in our entity DB (entity #974 US, #995 DC) represent the same organization recorded from different sources, not a 'filing cluster' of new entities. The auto-lead trigger detected the same org being registered twice in our system. However, the structural arrangement means ETI funding flows are invisible — they run through APP and SBA 990s, making independent financial tracking impossible without their Schedule F data.

Gov. Youngkin appointed Cuccinelli to UVA Board of Visitors March 27, 2025 (replacing fired member Bert Ellis). VA Senate Privileges and Elections Committee blocked the appointment 8-4 in June 2025, citing Project 2025 authorship, anti-LGBTQ positions, and reproductive rights stance. Senate Democrats subsequently filed lawsuit in Fairfax County Circuit Court to bar Cuccinelli and other appointees from continued service. Cuccinelli testified before Kansas House Committee on Elections Feb 27, 2025 supporting SB6 (ranked-choice voting ban) on behalf of ETI. Separately testified July 15, 2025 before House Homeland Security Subcommittees on Oversight and Border Security at hearing 'Case by Case: Returning Parole to Its Proper Purpose' as CRA Senior Fellow.
