xAI
xAI is Elon Musk's artificial intelligence operating company — the entity that develops the Grok model, operates the Colossus supercomputer facility, holds the Pentagon's classified AI contract, and served as the AI business being absorbed into SpaceX through the February 2026 all-stock merger. It is the node that connects the DOGE-era federal data access episode, the government contracting pathway, the Musk private entity infrastructure managed by Jared Birchall, and the regulatory landscape preceding the merger. Amanda Scales, who managed xAI recruiting, carried xAI equity into her role as OPM Chief of Staff where she coordinated federal workforce terminations before returning to xAI — making xAI the employer on both sides of that revolving door transaction.

In July 2025, the Pentagon awarded a contract worth up to $200 million to AIQ Phase LLC — a Wyoming entity registered at xAI's Palo Alto office address, incorporated May 2024 and activated in SAM.gov on November 6, 2025, two weeks before the award announcement — for integration of xAI's Grok model across approximately three million military and civilian DoD personnel 3 4. By February 2026 xAI had secured access to classified Pentagon systems, replacing Anthropic's Claude, which had held that position but lost it after refusing a Pentagon demand to make its model available for 'all lawful purposes,' a standard that specifically covers mass surveillance of Americans and development of fully autonomous weapons 5.
SpaceX acquired xAI on February 2, 2026 in an all-stock transaction that set the combined valuation at $1.25 trillion, using X.AI Holdings Corp — a Nevada merger vehicle with Jared Birchall as Corporate Secretary — as the structural vehicle 6 7. According to industry reporting, the Colossus supercomputer facility in Memphis, Tennessee, began Phase 1 with 100,000 Nvidia H100 GPUs in 122 days and is expanding toward 555,000 GPUs at 2 gigawatts of power capacity, operates through CTC Property LLC, a Nevada entity managed by Birchall's Excession LLC family office under a 21-year lease on the former Electrolux factory at 3231 Paul R Lowry Road 8 9 10.

xAI's Colossus is an AI training facility in Memphis, TN, described in industry reporting as the world's largest. Phase 1 brought 100K Nvidia H100 GPUs into operation in 122 days (called 'superhuman' by Jensen Huang). Phase 2 expanded to 200K GPUs (May 2025). Phase 3, with a third building purchased Jan 2026, expands to 555K GPUs at 2 GW total capacity. Nvidia GPU purchases total 18B, with plans for 1M GPUs and an 80M wastewater treatment center to reuse 13M gallons/day. The facility is the compute backbone for Grok models deployed via the Pentagon (200M contract) and GSA (42 cents/query) deals. Taken together with the DOGE-era government data access, this concentrates federal data and AI compute within entities controlled by a single owner.

FEC records list Marc Tessier-Lavigne, identified as CEO at xAI, as making a ,300 contribution to Liccardo for Congress. Tessier-Lavigne is the former Stanford president who resigned in 2023 amid research misconduct allegations, and the employer field in these records is the basis for connecting him to xAI. xAI employees in the data show predominantly small Democratic donations (ActBlue), with AI tutors making up a large portion of identifiable xAI donor-employees.

Several developments link xAI to federal data and contracting. In February through April 2025, DOGE gave the Musk team access to Treasury payment systems, IRS data, and other government databases; DOGE ordered the IRS to remove data access restrictions and proposed cross-agency data sharing. The Pentagon awarded xAI a contract of roughly 200M to integrate Grok into military operations for 3M military and civilian personnel handling sensitive government information, which Sen. Warren questioned after Grok's antisemitic posts. Under a GSA arrangement, federal agencies can buy Grok 4 for 42 cents until March 2027. SpaceX-xAI merger discussions at a 1.25T valuation would combine government data access with AI capabilities.
