Thomas Joseph Barrack Jr. (born April 28, 1947, Culver City, California) is a Lebanese-American billionaire investor, founder of Colony Capital (now DigitalBridge Group), and a decades-long confidant of Donald Trump who chaired the 58th Presidential Inaugural Committee, which raised a record $107 million. In July 2021, Barrack was indicted in the Eastern District of New York (1:21-cr-00371) on charges of acting as an unregistered foreign agent of the United Arab Emirates, conspiracy, obstruction of justice, and making false statements to the FBI. He was acquitted on all counts in November 2022 after a six-week trial. As of 2025, Barrack serves as U.S. Ambassador to Turkey and Special Envoy for Syria — diplomatic postings in the exact region where he was alleged to have advanced foreign policy interests on behalf of the UAE.

The earliest documented link between Barrack and the Epstein network is an August 2004 email in which Ghislaine Maxwell distributed Barrack's Colony Capital contact information to a recipient identified as "Doug" 2. This predates all other Barrack-Epstein correspondence in the DOJ corpus by five years and establishes Maxwell as the original connector between Epstein's social circle and Barrack's investment world.
Barrack maintained contact with Epstein after the latter's 2008 guilty plea and conviction. On September 14, 2009 — fourteen months after the plea — Barrack wrote to an old Epstein email address: "Thinking about u hope u r good and life is calm again" 3. Epstein's assistant Lesley Groff forwarded the message to Epstein's current address, initiating a period of intensive scheduling. Between July and December 2010, over ten emails between Groff and Barrack's office coordinated calls, visits, and a standing invitation to Zorro Ranch in New Mexico 8. In October 2010, Epstein noted that his staff had looked at office space "on your floor on Madison" — the same building as Colony Capital 9. In late November 2010, Epstein's staff confirmed Barrack for dinner with Woody Allen and Soon-Yi Previn at Epstein's residence 10.
The relationship continued at intervals through the 2010s. In July 2014, the two exchanged real estate notes 11. In September 2016, Epstein's staff asked whether lunch should be served "today with Tom Barrack at 1pm" 5. And in July 2017, Barrack recommended the architecture firm Hart Howerton for a 200-acre land planning project at Epstein's request — Epstein specifying "Any Moroccan?" as a stylistic preference 6. This advisory role in Epstein's real estate operations persisted until just two years before Epstein's July 2019 arrest.
Gulf Network and Colony Capital
Colony Capital's Middle East portfolio was central to Barrack's significance within both the Epstein network and the Trump political orbit. In 2010, Colony purchased Miramax from Disney for $663 million as a joint venture with Qatar Investment Authority (QIA) and Ron Tutor under the entity Filmyard Holdings. In 2012, Colony sold Paris Saint-Germain football club to QIA. In 2016, Colony sold Miramax to Qatari beIN Media Group at a reported fourfold profit. Colony also invested $200 million in Middle East real estate and held $534 million in non-performing German real estate loans. Available records indicate that between 2016 and 2018, Colony NorthStar raised approximately $7 billion total, with nearly a quarter sourced from UAE or Saudi Arabia 12. In 2017, Colony sold a $70 million stake in One California Plaza to an Abu Dhabi crown prince investment fund.
Epstein served as a physical venue host for Barrack's Gulf relationships. In January 2012, Colony Capital assistant Esther Kaplan coordinated with Groff to arrange a meeting between Barrack and "H.E. Sheikh Hamad" — likely Hamad bin Jassim Al Thani, the former Qatari Prime Minister — at Epstein's 71st Street townhouse 4. The meeting was rescheduled to 5–6 p.m. per Sheikh Hamad's request 13, and staff confirmed Barrack at the house at 2 p.m. 14. A separate evening meeting was cancelled when "Esther, from Tom's office called to say they couldn't make it" 15. Epstein's townhouse served as the venue connecting a major U.S. investor to senior Gulf royals.
In October 2010, Barrack and Epstein exchanged messages from Dubai and Paris. Barrack referenced a mutual acquaintance called "Sultan" — likely Sultan Bin Sulayem, Epstein's principal Dubai contact — reporting: "I did. He is in exile — quite sad" 16. By August 2011, Barrack told Epstein: "Just saw Sultan who likes you a lot! I told him you are the best." The overlapping Gulf networks of Barrack and Epstein — spanning Sulayem, Sheikh Hamad, Aziza Alahmadi, and Raafat Alsabbagh — formed the substrate for Epstein's later distribution of Barrack-Trump political intelligence to Gulf figures.
Trump Campaign, Manafort, and the Inaugural Committee
Barrack's relationship with Trump dates to 1985, with Barrack brokering the Trump Plaza Hotel acquisition in 1988. His role in the 2016 presidential campaign, however, introduced structural consequences that reverberated through multiple federal investigations. According to multiple accounts, Barrack met Paul Manafort in Beirut in the late 1970s through a roommate connected to Manafort's firm, which was doing business with a Saudi construction company. According to secondary accounts, in late February 2016, Manafort reached out to Trump through Barrack with two memos; Barrack then arranged a Mar-a-Lago meeting in March, and Manafort was hired shortly thereafter 17. Rick Gates, Manafort's partner, subsequently became Barrack's deputy on the 58th Presidential Inaugural Committee.
Epstein tracked this chain with precision. On May 28, 2017, he wrote to Landon Thomas Jr.: "TOM barrack in the middle of issues. He brought manafort. Manafort partner gates WAS barracks deputy. WOW" 18. On October 30, 2017, Epstein told Thomas: "hopefully barrack doesnt get dragged in with rick gates" 19. On August 31, 2018 — the same day Sam Patten pleaded guilty — Epstein wrote to Nicholas Ribis: "manafort gates patten all worked with barrack oy" 20. Lawrence Summers had warned Epstein in October 2017: "Your pal should stay out of press. Public link to manafort will be a disaster. This is a staggering shit show" 21.
The inaugural committee itself raised a record $107 million — more than double the 2009 Obama inaugural record. Investigations by SDNY and the D.C. Attorney General examined whether donors gave in exchange for access, whether foreign money was funneled illegally, and whether the committee overspent. Nearly $26 million was paid to WIS Media Partners, a firm founded by Stephanie Winston Wolkoff weeks before the inauguration. The inaugural committee became the nexus of multiple foreign influence prosecutions: Imaad Zuberi pleaded guilty to FARA violations and illegal foreign donations to the committee; Lev Parnas and Igor Fruman were charged with funneling foreign money through it; and Manafort's own FARA case arose from the same political context. Analysis of these parallel cases indicates a pattern of foreign influence prosecution centered on the 2017 inaugural; Barrack was the only defendant among them to be acquitted 22.
Epstein as Information Broker
In the DOJ corpus, Epstein appears as more than Barrack's social contact. He aggregated political information from Barrack's proximity to Trump and forwarded it to Gulf contacts, journalists, and political operatives.
In November 2016, Epstein recommended that Steve Bannon "talk privately with jeffrey," citing Barrack as a credibility reference: "tom barrack knows jeffrey well, and apart from the google mess he makes steve menuchin look like my son in terms of sophistication" 23. This message, routed through Richard Kahn and Brock Pierce, shows Epstein using Barrack's name to position himself within the Trump transition. In February 2018, Epstein told Bannon that lawyer Nick Ribis "Worked also for barrack" 24, again invoking Barrack as a bridge of credibility.
Simultaneously, Epstein served as source broker for journalists covering Barrack. In December 2016, Landon Thomas Jr. of the New York Times asked Epstein: "Would Tom Barrack sit for an interview with me do you think? I feel that he is under covered in light of his closeness to DJT and what you tell me about his past business experience" 25. In February 2017, Michael Wolff wrote to Epstein: "I'm doing this Trump book for a pile of money... I wonder if you could introduce me to Tom Barrack — just to say I'm a journalist who you know and trust" 26. Epstein then asked Barrack directly: "What details would you like me to give Michael wolf if any?" (EFTA02353103, March 14, 2017). In the resulting book Fire and Fury, Wolff told Epstein: "Just passing reference that you, Tom Barrack, and Trump were once friends. One mention. No inference" 27.
On the Gulf-facing side, Epstein broadcast Barrack-Trump inauguration news to his Middle East contacts within hours of publication. On January 6, 2017, he forwarded a CNN article about Barrack and Trump to Sultan Bin Sulayem 7, Aziza Alahmadi, and Raafat Alsabbagh 28. Three days later, he sent an LA Times article about Barrack's inaugural role to the same Gulf contacts plus Terje Rod-Larsen 29. Sultan Bin Sulayem had asked Epstein: "Should I accept the invitation sent by Tom barrack" — indicating Epstein was consulted on whether Gulf figures should attend the inauguration. This bidirectional flow — political intelligence from the Trump orbit transmitted to Gulf contacts, Gulf interest channeled back toward Trump access — mirrors the conduct alleged in Barrack's 2021 indictment.
UAE Foreign Agent Prosecution and Acquittal
On July 20, 2021, Barrack was arrested at his home in Southern California and indicted in the Eastern District of New York (US v. Al Malik Alshahhi, 1:21-cr-00371) on charges of conspiracy to act as an unregistered foreign agent of the UAE, obstruction of justice, and six counts of making false statements to the FBI. His co-defendants were Matthew Grimes, a Colony Capital employee based in Aspen, Colorado, and Rashid Sultan Rashid Al Malik Alshahhi, a UAE national and business partner who remains at large. The nine-count superseding indictment alleged that Barrack schemed to become "the eyes, ears, and voice" for the Emirates, manipulated Trump administration foreign policy positions to favor the UAE, and sought UAE investments for Colony Capital while simultaneously lobbying on behalf of Emirati interests — all without registering under the Foreign Agents Registration Act.
The prosecution covered the period from approximately April 2016 through April 2018, during which Colony NorthStar raised nearly a quarter of its $7 billion from UAE or Saudi sources. Barrack was defended by Willkie Farr & Gallagher. After a six-week trial before Judge Brian M. Cogan, the jury deliberated for three days and acquitted Barrack on all counts on November 4, 2022 30. According to trial reporting, the underlying conduct — Barrack's advocacy for UAE interests and his communications with Emirati officials — was not disputed at trial; the central question was whether it met the statutory threshold for "agency" under FARA.
Neither Barrack, Colony Capital, nor co-defendant Grimes appear in the FARA registrant database 31. While the UAE has multiple registered agents in the United States — including Akin Gump, DLA Piper, and Fleishman-Hillard — Barrack operated entirely outside this framework. Related litigation included Colony Capital Inc v. Continental Casualty (E.D. Missouri 4:21-cv-01066), filed one month after the indictment, likely a D&O insurance coverage claim for defense costs. Barrack also sued the DOJ in a FOIA action (D. Colorado 1:22-cv-01800) seeking expedited document production during the pendency of his criminal case. Both matters were resolved before the acquittal.
