Tom Barrack

Barrack exemplifies the role of the culturally bilingual private equity operator as a bridge between Gulf sovereign capital and U.S. political power: a single individual who simultaneously managed billions in Middle Eastern investment, introduced key figures to the Trump campaign and chaired the inaugural committee, was a point of contact within Epstein's information-sharing network, and converted personal friendships into state-level diplomatic authority. He was indicted in 2021 as an unregistered foreign agent of the UAE but acquitted on all counts in November 2022.

Thomas Joseph Barrack Jr. (born April 28, 1947, Culver City, California) is a Lebanese-American billionaire investor, founder of Colony Capital (now DigitalBridge Group), and a decades-long confidant of Donald Trump who chaired the 58th Presidential Inaugural Committee, which raised a record $107 million. In July 2021, Barrack was indicted in the Eastern District of New York (1:21-cr-00371) on charges of acting as an unregistered foreign agent of the United Arab Emirates, conspiracy, obstruction of justice, and making false statements to the FBI. He was acquitted on all counts in November 2022 after a six-week trial. As of 2025, Barrack serves as U.S. Ambassador to Turkey and Special Envoy for Syria — diplomatic postings in the exact region where he was alleged to have advanced foreign policy interests on behalf of the UAE.

DOJ-released correspondence from the Jeffrey Epstein document corpus reveals a thirteen-year email relationship between Barrack and Epstein spanning 2004 to 2017 1. Ghislaine Maxwell distributed Barrack's Colony Capital contact information as early as August 2004 2, and Barrack maintained contact after Epstein's 2008 conviction, writing in September 2009: "Thinking about u hope u r good and life is calm again" 3. Epstein hosted a meeting between Barrack and Sheikh Hamad bin Jassim Al Thani at his 71st Street townhouse in January 2012 4, and the two lunched together at Epstein's residence as late as September 2016 5. In July 2017 — two years before Epstein's arrest — Barrack was still recommending architects for Epstein's 200-acre land planning project, likely at Zorro Ranch 6.

Barrack was connected to three overlapping networks: Gulf sovereign wealth (Colony Capital raised nearly a quarter of its $7 billion from UAE and Saudi sources between 2016 and 2018), Trump political access (Barrack introduced Paul Manafort to the Trump campaign in early 2016 and chaired the inaugural committee), and Epstein's intelligence distribution network (Epstein cited Barrack as a credibility reference when pitching Steve Bannon in November 2016: "tom barrack knows jeffrey well," EFTA02669769). Epstein broadcast Barrack-Trump inauguration news to Gulf contacts including Sultan Bin Sulayem, who asked Epstein whether to accept Barrack's inaugural invitation 7. Sultan Bin Sulayem's decision to consult Epstein about whether to attend a Barrack-organized event illustrates the overlap between these three networks.

The Epstein Relationship: 2004–2017

The earliest documented link between Barrack and the Epstein network is an August 2004 email in which Ghislaine Maxwell distributed Barrack's Colony Capital contact information to a recipient identified as "Doug" 2. This predates all other Barrack-Epstein correspondence in the DOJ corpus by five years and establishes Maxwell as the original connector between Epstein's social circle and Barrack's investment world.

Barrack maintained contact with Epstein after the latter's 2008 guilty plea and conviction. On September 14, 2009 — fourteen months after the plea — Barrack wrote to an old Epstein email address: "Thinking about u hope u r good and life is calm again" 3. Epstein's assistant Lesley Groff forwarded the message to Epstein's current address, initiating a period of intensive scheduling. Between July and December 2010, over ten emails between Groff and Barrack's office coordinated calls, visits, and a standing invitation to Zorro Ranch in New Mexico 8. In October 2010, Epstein noted that his staff had looked at office space "on your floor on Madison" — the same building as Colony Capital 9. In late November 2010, Epstein's staff confirmed Barrack for dinner with Woody Allen and Soon-Yi Previn at Epstein's residence 10.

The relationship continued at intervals through the 2010s. In July 2014, the two exchanged real estate notes 11. In September 2016, Epstein's staff asked whether lunch should be served "today with Tom Barrack at 1pm" 5. And in July 2017, Barrack recommended the architecture firm Hart Howerton for a 200-acre land planning project at Epstein's request — Epstein specifying "Any Moroccan?" as a stylistic preference 6. This advisory role in Epstein's real estate operations persisted until just two years before Epstein's July 2019 arrest.

Gulf Network and Colony Capital

Colony Capital's Middle East portfolio was central to Barrack's significance within both the Epstein network and the Trump political orbit. In 2010, Colony purchased Miramax from Disney for $663 million as a joint venture with Qatar Investment Authority (QIA) and Ron Tutor under the entity Filmyard Holdings. In 2012, Colony sold Paris Saint-Germain football club to QIA. In 2016, Colony sold Miramax to Qatari beIN Media Group at a reported fourfold profit. Colony also invested $200 million in Middle East real estate and held $534 million in non-performing German real estate loans. Available records indicate that between 2016 and 2018, Colony NorthStar raised approximately $7 billion total, with nearly a quarter sourced from UAE or Saudi Arabia 12. In 2017, Colony sold a $70 million stake in One California Plaza to an Abu Dhabi crown prince investment fund.

Epstein served as a physical venue host for Barrack's Gulf relationships. In January 2012, Colony Capital assistant Esther Kaplan coordinated with Groff to arrange a meeting between Barrack and "H.E. Sheikh Hamad" — likely Hamad bin Jassim Al Thani, the former Qatari Prime Minister — at Epstein's 71st Street townhouse 4. The meeting was rescheduled to 5–6 p.m. per Sheikh Hamad's request 13, and staff confirmed Barrack at the house at 2 p.m. 14. A separate evening meeting was cancelled when "Esther, from Tom's office called to say they couldn't make it" 15. Epstein's townhouse served as the venue connecting a major U.S. investor to senior Gulf royals.

In October 2010, Barrack and Epstein exchanged messages from Dubai and Paris. Barrack referenced a mutual acquaintance called "Sultan" — likely Sultan Bin Sulayem, Epstein's principal Dubai contact — reporting: "I did. He is in exile — quite sad" 16. By August 2011, Barrack told Epstein: "Just saw Sultan who likes you a lot! I told him you are the best." The overlapping Gulf networks of Barrack and Epstein — spanning Sulayem, Sheikh Hamad, Aziza Alahmadi, and Raafat Alsabbagh — formed the substrate for Epstein's later distribution of Barrack-Trump political intelligence to Gulf figures.

Trump Campaign, Manafort, and the Inaugural Committee

Barrack's relationship with Trump dates to 1985, with Barrack brokering the Trump Plaza Hotel acquisition in 1988. His role in the 2016 presidential campaign, however, introduced structural consequences that reverberated through multiple federal investigations. According to multiple accounts, Barrack met Paul Manafort in Beirut in the late 1970s through a roommate connected to Manafort's firm, which was doing business with a Saudi construction company. According to secondary accounts, in late February 2016, Manafort reached out to Trump through Barrack with two memos; Barrack then arranged a Mar-a-Lago meeting in March, and Manafort was hired shortly thereafter 17. Rick Gates, Manafort's partner, subsequently became Barrack's deputy on the 58th Presidential Inaugural Committee.

Epstein tracked this chain with precision. On May 28, 2017, he wrote to Landon Thomas Jr.: "TOM barrack in the middle of issues. He brought manafort. Manafort partner gates WAS barracks deputy. WOW" 18. On October 30, 2017, Epstein told Thomas: "hopefully barrack doesnt get dragged in with rick gates" 19. On August 31, 2018 — the same day Sam Patten pleaded guilty — Epstein wrote to Nicholas Ribis: "manafort gates patten all worked with barrack oy" 20. Lawrence Summers had warned Epstein in October 2017: "Your pal should stay out of press. Public link to manafort will be a disaster. This is a staggering shit show" 21.

The inaugural committee itself raised a record $107 million — more than double the 2009 Obama inaugural record. Investigations by SDNY and the D.C. Attorney General examined whether donors gave in exchange for access, whether foreign money was funneled illegally, and whether the committee overspent. Nearly $26 million was paid to WIS Media Partners, a firm founded by Stephanie Winston Wolkoff weeks before the inauguration. The inaugural committee became the nexus of multiple foreign influence prosecutions: Imaad Zuberi pleaded guilty to FARA violations and illegal foreign donations to the committee; Lev Parnas and Igor Fruman were charged with funneling foreign money through it; and Manafort's own FARA case arose from the same political context. Analysis of these parallel cases indicates a pattern of foreign influence prosecution centered on the 2017 inaugural; Barrack was the only defendant among them to be acquitted 22.

Epstein as Information Broker

In the DOJ corpus, Epstein appears as more than Barrack's social contact. He aggregated political information from Barrack's proximity to Trump and forwarded it to Gulf contacts, journalists, and political operatives.

In November 2016, Epstein recommended that Steve Bannon "talk privately with jeffrey," citing Barrack as a credibility reference: "tom barrack knows jeffrey well, and apart from the google mess he makes steve menuchin look like my son in terms of sophistication" 23. This message, routed through Richard Kahn and Brock Pierce, shows Epstein using Barrack's name to position himself within the Trump transition. In February 2018, Epstein told Bannon that lawyer Nick Ribis "Worked also for barrack" 24, again invoking Barrack as a bridge of credibility.

Simultaneously, Epstein served as source broker for journalists covering Barrack. In December 2016, Landon Thomas Jr. of the New York Times asked Epstein: "Would Tom Barrack sit for an interview with me do you think? I feel that he is under covered in light of his closeness to DJT and what you tell me about his past business experience" 25. In February 2017, Michael Wolff wrote to Epstein: "I'm doing this Trump book for a pile of money... I wonder if you could introduce me to Tom Barrack — just to say I'm a journalist who you know and trust" 26. Epstein then asked Barrack directly: "What details would you like me to give Michael wolf if any?" (EFTA02353103, March 14, 2017). In the resulting book Fire and Fury, Wolff told Epstein: "Just passing reference that you, Tom Barrack, and Trump were once friends. One mention. No inference" 27.

On the Gulf-facing side, Epstein broadcast Barrack-Trump inauguration news to his Middle East contacts within hours of publication. On January 6, 2017, he forwarded a CNN article about Barrack and Trump to Sultan Bin Sulayem 7, Aziza Alahmadi, and Raafat Alsabbagh 28. Three days later, he sent an LA Times article about Barrack's inaugural role to the same Gulf contacts plus Terje Rod-Larsen 29. Sultan Bin Sulayem had asked Epstein: "Should I accept the invitation sent by Tom barrack" — indicating Epstein was consulted on whether Gulf figures should attend the inauguration. This bidirectional flow — political intelligence from the Trump orbit transmitted to Gulf contacts, Gulf interest channeled back toward Trump access — mirrors the conduct alleged in Barrack's 2021 indictment.

UAE Foreign Agent Prosecution and Acquittal

On July 20, 2021, Barrack was arrested at his home in Southern California and indicted in the Eastern District of New York (US v. Al Malik Alshahhi, 1:21-cr-00371) on charges of conspiracy to act as an unregistered foreign agent of the UAE, obstruction of justice, and six counts of making false statements to the FBI. His co-defendants were Matthew Grimes, a Colony Capital employee based in Aspen, Colorado, and Rashid Sultan Rashid Al Malik Alshahhi, a UAE national and business partner who remains at large. The nine-count superseding indictment alleged that Barrack schemed to become "the eyes, ears, and voice" for the Emirates, manipulated Trump administration foreign policy positions to favor the UAE, and sought UAE investments for Colony Capital while simultaneously lobbying on behalf of Emirati interests — all without registering under the Foreign Agents Registration Act.

The prosecution covered the period from approximately April 2016 through April 2018, during which Colony NorthStar raised nearly a quarter of its $7 billion from UAE or Saudi sources. Barrack was defended by Willkie Farr & Gallagher. After a six-week trial before Judge Brian M. Cogan, the jury deliberated for three days and acquitted Barrack on all counts on November 4, 2022 30. According to trial reporting, the underlying conduct — Barrack's advocacy for UAE interests and his communications with Emirati officials — was not disputed at trial; the central question was whether it met the statutory threshold for "agency" under FARA.

Neither Barrack, Colony Capital, nor co-defendant Grimes appear in the FARA registrant database 31. While the UAE has multiple registered agents in the United States — including Akin Gump, DLA Piper, and Fleishman-Hillard — Barrack operated entirely outside this framework. Related litigation included Colony Capital Inc v. Continental Casualty (E.D. Missouri 4:21-cv-01066), filed one month after the indictment, likely a D&O insurance coverage claim for defense costs. Barrack also sued the DOJ in a FOIA action (D. Colorado 1:22-cv-01800) seeking expedited document production during the pendency of his criminal case. Both matters were resolved before the acquittal.

Corporate Structure and Civil Litigation

Colony Capital, founded by Barrack in 1991, managed over $80 billion in assets at its peak, spanning distressed real estate, hospitality (the Raffles, Fairmont, and Savoy London hotel chains), gaming (participation in the Station Casinos restructuring alongside the Fertitta family), and 30,000 rental homes through Colony Starwood Homes. The firm's SEC filings show 83 insider transaction filings under Barrack's personal CIK (1076343), with Colony Capital Inc registered as CIK 1467076 in Maryland. In June 2021, Colony Capital was renamed DigitalBridge Group Inc (CIK 1679688, SIC 6282), reflecting a pivot to digital infrastructure. GLEIF data reveals a multi-jurisdictional fund architecture spanning Delaware, the Cayman Islands, Luxembourg, and Ontario, including DigitalBridge Partners LP, Partners II LP, and AI Infrastructure funds 32.

Colony Capital faced a pattern of securities and corporate litigation spanning three decades. Notable cases include: Carter v. Colony Capital Inc (D. Maryland 1:16-cv-03282, securities action, September 2016); Gowland v. Barrack Jr. (D. Maryland 1:18-cv-03176, shareholder derivative, October 2018); Barry v. Barrack Jr. (D. Maryland 1:19-cv-00162, shareholder derivative naming 14 board members, January 2019); and Swartzendruber v. Colony Capital Inc (C.D. California 2:20-cv-04673, securities class action filed during COVID-19 as Colony stock declined). Colony also engaged in dueling lawsuits with former CEO James F. Flaherty III following the Colony NorthStar merger (SDNY 1:21-cv-04645 and C.D. Cal. 2:21-cv-07993). On the lobbying front, Colony Capital retained Brownstein Hyatt Farber Schreck to lobby on COVID-19 CARES Act relief in 2020, spending $270,000 across four quarters targeting the Federal Reserve, Treasury, Senate, and House 33. Brownstein was the same firm that later represented Barrack personally in his FOIA lawsuit against the DOJ.

FARA non-registration: Neither Barrack, Colony Capital, nor co-defendant Matthew Grimes appear in FARA registrant database. UAE registered agents include Akin Gump/Bullpen Strategy Group, DLA Piper, Fleishman-Hillard, but no Colony Capital entities. This confirms the prosecution theory: Barrack allegedly acted as UAE agent without registering under FARA. Despite acquittal, the underlying conduct (UAE lobbying/advocacy) was not disputed — only whether it met the legal threshold for foreign agency. DigitalBridge (Colony successor) also has zero lobbying filings under that name.

Zuberi funneled foreign money including from Sri Lanka and Turkey. (2) US v. However Barrack and Sheikh Hamad were no-shows for a separate evening meeting -- Esthers office called at 7pm to cancel (EFTA02523263, Jan 10). The meeting was at Epsteins 71st St townhouse. This shows Epstein served as a physical venue host connecting a major US real estate investor to a senior Gulf figure.

SYNTHESIS: Barrack served as triple nexus point — (1) Gulf-Trump conduit raising 24% of Colony's B from UAE/Saudi, (2) Epstein-Trump credibility bridge cited to Bannon/Wolff, (3) Manafort-Trump introducer who brought Manafort into campaign Feb 2016. Epstein's Gulf network (Sultan Bin Sulayem, HBJ, Alahmadi, Alsabbagh) and Barrack's Gulf network overlapped substantially — Epstein broadcast Barrack-Trump news to Gulf contacts while channeling Gulf interest back toward Trump access. Now US Ambassador to Turkey and Syria Envoy — diplomatic authority in exact region of alleged UAE lobbying.

Barrack introduced Manafort to Trump campaign: met Manafort in Beirut 1970s, lobbied Trump to hire Manafort, arranged Mar-a-Lago meeting Feb-Mar 2016

Feb 29 2016 Manafort reached out to Trump via Barrack with two memos. Mar 2016 Manafort met Barrack at Montage hotel Beverly Hills to discuss joining campaign. Barrack then arranged Mar-a-Lago meeting with Trump and senior campaign staffers. Manafort hired soon after. Rick Gates (Manafort partner) became Barracks deputy on inaugural committee. Epstein brokered a Barrack-Ehud Barak connection in Sep 2010. Groff email subject line: 'Tom Barrack-Ehud Barak' -- 'I LM with Tom's assistant Cate and emailed her your exact wording as well. She will be in touch.' (EFTA02422168, Sep 16 2010). This appears to be Epstein arranging an introduction or meeting between Tom Barrack (Colony Capital, later Trump inaugural chair) and Ehud Barak (former Israeli PM, Epstein associate). Notably, in Epstein's 'list for bannon steve' (finding #44), 'barrack barak' appeared as a paired entry, suggesting Epstein viewed them as a matched set of contacts.
2010-09-16
Barrack-Epstein discussed a woman named 'Nicole' and a mutual acquaintance called 'Sultan' in Oct 2010 exchange. Barrack (in Dubai): 'U and I need to talk about Nicole\!\!\!\! I am just being smart and considerate of her\!' Epstein: 'paris.. will you see sultan?' Barrack: 'I did. He is in exile--quite sad\!\!\!\!' This appears to refer to Sultan Bin Sulayem (Epstein's Dubai contact) or another Gulf figure in political exile. Also: Barrack invited Epstein to Paris, Epstein offered 'I flew her to paris from new york.' Barrack: 'I have been in a shit storm and didn't want her exposed\!\!\! Sorry.' Epstein: 'Understood, I am always there for you. Good luck.' Barrack: 'And me for u\!\!\!'
2010-10
Epstein hosted a Barrack-Sheikh Hamad meeting at 9 E 71st St in January 2012. Colony Capital assistant Esther Kaplan coordinated with Lesley Groff (EFTA02298819, Jan 6 2012). Meeting pushed to 5-6pm per Sheikh Hamads request (EFTA02299578, Jan 9). Staff confirmed Barrack and friend at house at 2pm (EFTA02522302).
2012-01-06
Barrack coordinated meetings between Sheikh Hamad and Epstein at 71st St NYC. Colony Capital had extensive MENA investments. Barrack served as intermediary between Gulf royals and Trump circle.
2012-2017
Colony Capital Middle East portfolio: Miramax 663M with QIA 2010, PSG sold to QIA 2012, 200M ME real estate, 534M German loans, 7B raised with 24pct UAE/Saudi 2016-2018
2016
SYNTHESIS: Barrack served as triple nexus point — (1) Gulf-Trump conduit raising 24% of Colony's B from UAE/Saudi, (2) Epstein-Trump credibility bridge cited to Bannon/Wolff, (3) Manafort-Trump introducer who brought Manafort into campaign Feb 2016. Epstein's Gulf network (Sultan Bin Sulayem, HBJ, Alahmadi, Alsabbagh) and Barrack's Gulf network overlapped substantially — Epstein broadcast Barrack-Trump news to Gulf contacts while channeling Gulf interest back toward Trump access. Now US Ambassador to Turkey and Syria Envoy — diplomatic authority in exact region of alleged UAE lobbying.
2016-02
Barrack introduced Manafort to Trump campaign: met Manafort in Beirut 1970s, lobbied Trump to hire Manafort, arranged Mar-a-Lago meeting Feb-Mar 2016

United African-Asian Abilities Club v. Colony Capital Inc (S.D. Cal. 3:23-cv-01993): Civil rights accommodations 2023. Landon Thomas asked Epstein to facilitate interview with Barrack Dec 12 2016 (EFTA02667169): Would Tom Barrack sit for an interview with me do you think? I feel that he is under covered in light of his closeness to DJT and what you tell me about his past business experience. Later Thomas to Owen Blicksilver Aug 23 2017 forwarding Politico article about Barrack at Bedminster dinners (EFTA02381181). Thomas also sent Epstein Italy tax evasion Guardian article about Barrack May 30 2017 (EFTA02649038). Epstein forwarded same article to Rod-Larsen (EFTA02649063). And Dec 7 2017 Thomas sent Epstein TPM article Interesting on Barrack/Trump/Russia (EFTA02550310). Pattern: Thomas used Epstein as a source and broker for Barrack coverage while Epstein distributed Barrack-related news to his wider network.
2016-12-12
Scheduled meetings with Barrack + Rod-Larsen. 'bannon, barrack, puppet masters'. Inauguration invitation consulting.
2016-2019

2016-2021

Wolff asked Epstein to introduce him to Barrack for Trump book Feb 15 2017: Im doing this Trump book for a pile of money and with so far quite a bit of cooperation from them (DT called me the other day and spent 45 minutes on the phone ranting). I wonder if you could introduce me to Tom Barrack--just to say Im a journalist who you know and trust. Also Id love a reintroduction to Kathy Ruemmler. (EFTA02659919). In Fire and Fury Jan 2018 Wolff told Epstein: Just passing reference that you Tom Barrack and Trump were once friends. One mention. No inference. (EFTA02541832). And Jan 3 2018 Epstein to Weingarten about the book: it also includes barrack saying not is only donald crazy but hes stupid. SO MCH FUN. This confirms Wolff used Epstein as a source broker for the book.
2017-02-15
Epstein asked Barrack what details to give Michael Wolff for Fire and Fury book Mar 14 2017, and Wolff confirmed Barrack mentioned in book Jan 2018
2017-03-14
Epstein sent Barrack a 9/11 Saudi lawsuit article Mar 20 2017 (EFTA02656246), one of the few cases where Epstein sent Barrack (rather than Gulf contacts) Middle East content. Separately, Landon Thomas to Epstein Jan 29 2017: How are you explaining this to your Saudi friends? Cant believe logical people like Barrack would support such insanity (EFTA02338914) -- referring to Trump travel ban. This shows Barrack was perceived by Epsteins network as both pro-Trump and pro-Saudi, a dual loyalty that prefigured the 2021 UAE foreign agent indictment. Weingarten to Epstein Jul 26 2017: Do you know if your boy barrack is close with a lebanese/nigerian biz guy named chagoury? -- suggesting Epstein was seen as authority on Barracks Middle East connections.
2017-03-20
Epstein-Wolff tracked Barrack as Trump administration barometer Apr-May 2017. Apr 5 2017 Epstein to Wolff: Yup tillerdon unhsppy with Jared in Iraq. Pence given health bill. Kelly conway in trouble. All fun barrack gone dark. Wolff: I got a message from Barrack--hes in LA. (EFTA02400723). Topics: rice flynn manafort staff aides lawyering up. Wolff: War between the Jews and the non Jews. Jews presently winning. May 28 2017 Epstein to Thomas: Gary and Jared likely to take over. TOM barrack in the middle of issues. He brought manafort. Manafort partner gates WAS barracks deputy. WOW. (EFTA02648806). This shows Epstein understood the Barrack-Manafort-Gates chain before it became public.
2017-04-05
Epstein knew Barrack brought Manafort into Trump campaign and tracked Gates connection. May 28 2017 to Landon Thomas: TOM barrack in the middle of issues. He brought manafort. Manafort partner gates WAS barracks deputy. WOW (EFTA02648806). Oct 30 2017 to Thomas: hopefully barrack doesnt get dragged in with rick gates (EFTA02575195). Aug 31 2018 to Ribis: manafort gates patten all worked with barrack oy (EFTA02625236 -- Sam Patten pled guilty Aug 31 2018 same day). Richard Kahn sent Epstein AP story Mueller team questions Trump friend Tom Barrack May 7 2018 (EFTA02670753). Ribis sent Forbes disastrous deal article Jul 9 2018 (EFTA02599194). Unified DB triples confirm Barrack brokered Lewandowski replacement with Manafort and Gates was Barracks deputy on inaugural committee.

Barrack recommended architects Shay Zak, Dave Howerton, and Hart Howerton to Epstein for a 200-acre land planning project Jul 2 2017 (EFTA02347423, EFTA02347566). Epstein asked: I need someone that can land plan. Service entire 200 acres. Can he? and Any Moroccan? Barrack suggested Hart Howerton (harthowerton.com), a high-end landscape architecture firm known for luxury resort and estate design. The 200 acres likely refers to Zorro Ranch in Stanley NM (49 Zorro Ranch Rd, which sits on approx 10,000 acres but 200 acres may refer to a specific development zone). This demonstrates Barracks active advisory role in Epsteins real estate operations as late as mid-2017, just two years before arrest.
2017-07-02
SYNTHESIS: Epstein functioned as intelligence distribution hub for Barrack's political activities — (1) warned by Summers Oct 2017 about Manafort exposure 4 years before indictment, (2) tracked by Wolff/Thomas as media conduit, (3) coordinated Barrack-Wolff media strategy for Fire and Fury, (4) hosted Barrack-Sheikh Hamad meeting at 71st St Jan 2012 establishing venue-host role for Gulf royal meetings, (5) used Brock Pierce/Nick Ribis to leverage Barrack name with Bannon. Pattern: Epstein monetized political intelligence from Barrack through Gulf contact network.
2017-10
Summers warned Epstein about Barrack-Manafort link Oct 11 2017: Your pal should stay out of press. Public link to manafort will be a disaster. This is a staggering shit show. Triggered by WaPo Barrack profile. Full thread shows Summers attended FII Riyadh Oct 2017, described Mnuchin plumbing new depths, war more likely. Later Oct 30 Epstein to Thomas: hopefully barrack doesnt get dragged in with rick gates (EFTA02575195). Aug 31 2018 to Ribis: manafort gates patten all worked with barrack oy (EFTA02625236). Pattern shows Epstein tracked Barracks Manafort exposure over 11 months.

Barrack chaired Trump inaugural committee (M). Barr's DOJ oversaw period when SDNY and DC investigated inaugural committee foreign donors. Parallel cases: Parnas/Fruman foreign money, Zuberi FARA violations. Barrack later charged (Jul 2021, post-Barr) with acting as unregistered UAE agent. Barrack is part of Gulf state operations thread (Thread 6) intersecting with Barr's DOJ authority.

Colony Capital Inc v. Flaherty and Flaherty III v. Colony Capital: Dueling lawsuits between Colony Capital and its former CEO James F. Flaherty III. Colony sued Flaherty first (SDNY 1:21-cv-04645, filed May 24 2021, contract dispute). Flaherty counter-sued (C.D. Cal. 2:21-cv-07993, filed Oct 6 2021). Colony case assigned to Judge Laura Taylor Swain in SDNY, terminated Dec 2 2022. The Colony NorthStar merger (2017) that brought Flaherty in was a key corporate event — these suits likely concern merger terms, severance, or non-compete violations. Colony renamed from Colony NorthStar to Colony Capital, then to DigitalBridge in June 2021.

FARA NON-COMPLIANCE CONFIRMED: Neither Barrack nor Colony Capital appear in FARA registrant database. Consistent with DOJ indictment July 2021 charging Barrack as unregistered foreign agent for UAE. Co-defendants Matthew Grimes and Rashid Al Malik. Barrack acquitted November 2022. UAE has multiple registered agents but Barrack operated outside this framework entirely.
2021-07
US v. Al Malik Alshahhi (EDNY 1:21-cr-00371): Barrack indicted July 20 2021 for acting as unregistered foreign agent of UAE, obstruction of justice, and making false statements. Co-defendants: Matthew Grimes (Colony Capital employee) and Rashid Sultan Rashid Al Malik Alshahhi (UAE national). Filed July 16 2021, assigned to Judge Brian M. Cogan, referred to Magistrate Taryn A. Merkl. Case terminated November 4 2022 after acquittal on all counts. Separate magistrate case 2:21-mj-03402 in C.D. California for initial arrest July 20 2021. Govt requested detention (doc #9). Defense by Steptoe & Johnson LLP.
2021-07-20
2021-07-20
Parallel inaugural committee FARA/foreign donor cases: CourtListener shows US v. Barrack (1:21-cr-00371) appears alongside two other inaugural committee foreign influence cases: (1) US v. Zuberi (C.D. Cal. 2:20-cr-00155): Imaad Zuberi pled guilty to FARA violations, tax evasion, and making illegal foreign donations to 58th Presidential Inaugural Committee. Zuberi funneled foreign money including from Sri Lanka and Turkey. (2) US v. Parnas (SDNY 1:19-cr-00725): Lev Parnas and Igor Fruman charged with funneling foreign money to political committees including inaugural. (3) US v. Manafort (DDC 1:17-cr-00201): Manafort FARA violation for undisclosed Ukraine lobbying — Barrack brought Manafort into Trump campaign. These four cases form a pattern of foreign influence prosecution centered on the 2017 inaugural. Barrack was the only defendant acquitted.
2021-07-20
Colony Capital Inc v. Continental Casualty (E.D. Missouri 4:21-cv-01066): Insurance coverage dispute filed Aug 26 2021 — just one month after Barracks indictment. Colony sued Continental Casualty (CNA Financial subsidiary) likely seeking coverage for defense costs in the UAE foreign agent prosecution. Assigned to Judge Sarah E. Pitlyk. Terminated Sep 27 2022 — settled approximately one month before Barracks acquittal. The timing strongly suggests this was a D&O insurance claim triggered by the criminal indictment.
2021-08-26
Barrack v. DOJ FOIA lawsuit (D. Colorado 1:22-cv-01800): Barrack sued DOJ seeking expedited FOIA production. Filed July 21 2022, assigned to Judge Raymond P. Moore. Plaintiff's attorneys at Brownstein Hyatt Farber Schreck LLP and Conklin Woodcock & Ziegler. Included emergency motion for preliminary injunction with Treasury Department FOIA correspondence as exhibit (Aug 29 2022). Case terminated Oct 6 2022, indicating settlement or agreement on production timeline. Filed during pendency of UAE criminal case just months before acquittal.
