During the same period Ruemmler took on engagements that intersected with multiple sides of the 2017-2018 Gulf diplomatic rupture. She represented George Nader, a convicted sex offender and Mueller-investigation cooperating witness with ties to the UAE, as confirmed by Richard Kahn to Epstein in March 2018 2021. Records show her telling Epstein on March 2, 2018, that she was "involved in the WSJ matter" concerning Elliott Broidy 2223. Epstein had separately offered her Hamad bin Jassim, a former Prime Minister of Qatar, as a prospective client in June 2017 2425; the documentary record does not show whether she accepted. On October 23 she circulated her draft withdrawal statement to him before public release: "I have informed the President that I must decline his further consideration" 9. After Sandberg called to offer her the combined general counsel and policy role 36, Ruemmler sent a draft follow-up to Epstein before sending it to Sandberg: "Hi Sheryl, I wanted to follow-up on my visit to FB last week" 12. Epstein asked Richard Kahn to contact Facebook executive Lori Goler about Ruemmler's compensation trust arrangements 37. When Ruemmler wrote "I'm done with FB" in April 2019, Epstein replied: "give them a shot and then turn it down" 3813.

Goldman Sachs was the outcome. Epstein asked "any goldman word!?" as early as July 2017 3915. When Goldman selected Karen Seymour as General Counsel in December 2017, Ruemmler wrote: "I totally called it! Goldman picked Karen Seymour from Sullivan & Cromwell, which I predicted from the very beginning" 40. In April 2019 Goldman President John Waldron emailed her: "We discussed again today in person as a leadership group. We are unified in wanting to make something work in short order" 14. She forwarded the message to Epstein the same day 15. Waldron separately wrote, "Selfishly I am rooting for you to say no to the other opportunity" 41. Ruemmler joined Goldman as Global Head of Regulatory Affairs in April 2020, roughly nine months after Epstein's death 31.

Gulf-State Client Engagements

Cross-reference of the corpus by the investigation team indicates a set of Gulf-facing engagements and introductions involving Ruemmler between 2016 and 2018 that span Saudi-aligned, UAE-aligned, and Qatar-aligned parties 42. The investigation team describes this pattern as "dual Gulf" exposure during the 2017-2018 diplomatic rupture; the underlying record consists of specific named-client engagements and specific introductions, each with its own documentary basis.

On the Saudi-aligned side, records show Epstein introduced Ruemmler to Raafat Alsabbagh on October 2, 2016, with Aziza Alahmadi copied: "kathy - raafat, raafat - kathy" 2628. Eleven days later, Alahmadi emailed Ruemmler directly about a "Meeting in Washington" with the note "See you on 15th" 27. According to the corpus, on November 17, 2016, Alahmadi sent Epstein a "List," Epstein forwarded it to Ruemmler, she asked "Where are you meeting?" and Epstein replied "new york carib?" 4328. Ruemmler also represented Israeli surveillance executive Mati Kochavi during this period, per House Oversight records 4748.

On the Qatar-aligned side, Epstein asked Ruemmler in June 2017 about potentially representing Hamad bin Jassim (HBJ), a former Prime Minister of Qatar: "I assume you do not want to represent. Hamad bin jassim? Qatar. Hired Ashcroft. Silly, Anyone you would like to suggest for him?" Ruemmler replied: "Why does he need counsel?" Epstein answered: "Navigate wash views on intl law and sanctions" 2425. The documentary record does not show whether Ruemmler accepted the HBJ engagement.

A separate 2018 engagement involved Elliott Broidy, who later pleaded guilty to a FARA-related charge in connection with anti-1MDB-probe lobbying. According to the corpus, on March 2, 2018, Ruemmler told Epstein she was "involved in the WSJ matter" — a reference to the Wall Street Journal's reporting on Broidy 2223. Rothschild Bank Counsel and 1MDB Correspondence

Analysis of the corpus by the investigation team indicates that Ruemmler's engagement with Ariane de Rothschild ran on two tracks: a personal friendship and a legal counsel role for Edmond de Rothschild Bank on its 1MDB exposure 4930. Records indicate social contact across multiple months, including a July 4, 2015 Paris trip and mansion visits 49. Epstein wrote in May 2015: "ruemmler, leon, mort, rosvky, ariane ??!!" 50. Ruemmler reported bank personnel moves to Epstein, noting "Yves is leaving Ariane's bank and going to EFG" 5149.

According to the corpus, the counsel role is documented from March 2016, when Epstein proposed giving Ruemmler "point authority on luxembourg" on the bank's 1MDB strategy 52. Review of the records shows that in July 2016 Ariane de Rothschild wrote to Epstein: "I have 3 of the top Lux law firms working for us + Yves + Kathy on all angles" 2930. Examination of the corpus surfaces an Epstein fee proposal that Ariane should pay Southern Trust on a contingency tied to the DOJ settlement, with payments ranging from $5 million to $25 million depending on the outcome 5330. Documented work centred on the Boies Schiller / Virginia Roberts litigation from 2015 through 2018 56. In October 2015 Ruemmler connected Laura Menninger, Ghislaine Maxwell's attorney, with Darren Indyke and contacted David Boies directly 5756. She forwarded a $50,000 retainer request for Maxwell's legal fees to Epstein 5856. She discussed defense theory, writing that she doubted "Boies would put himself so out there if he knew he had been scammed by virginia"; Epstein asked her to "sit with Boies and make that point" 59. When Boies sent settlement documents in December 2018 she wrote: "What are terms? He has already spoken publicly about cases against you in attempt to rehab his rep after Harvey. Can he claim victory for his client publicly after settlement?" 6056. Separately, Ruemmler characterised the 2008 Non-Prosecution Agreement as "highly improper" and raised defense arguments including "weakness of fed jurisdiction" 4. The DOJ corpus records a personal correspondence between Ruemmler and Epstein that ran alongside the legal work. During UN General Assembly week in September 2014 Ruemmler asked Epstein "girls?" Epstein replied "careful i will renew an old habit" and then listed his VIP itinerary for the week: "thiel, summers, bill burns, gordon brown, jagland, mongolia pres, hardeep puree (india), boris (gates), jabor (qatar), sultan (dubai), kosslyn (harvard), leon black, woody" 6768. Ruemmler's reply begins "Most girls do not have to..." and is split across three corpus documents whose full text the investigation team has not been able to reconstruct 697068.

In June 2015 Ruemmler forwarded Epstein messages she had received from Cheryl Gould, an NBC News Vice President, reading: "Reid has confessed his secrets and lies. He has told me that his relationship 71..." and "He has also told me that he is happy being married to me, loves me completely, and would never want to spend his life with you" 72737475. Epstein replied telling Ruemmler to "call me again" 7675. Analysis by the investigation team compares this pattern to a March 2019 exchange in which Lawrence Summers shared a personal-relationship matter with Epstein; the investigation team characterises both as providing Epstein with intimate knowledge that could function as leverage 75.

Gifts and services from Epstein are documented across 2015-2019 19. In November 2015 he arranged an iMac for Ruemmler's New York apartment and a 64-inch television for her Washington residence; his technician "James" set up equipment at both her apartment and her Latham & Watkins office 167719. In November 2018 she accepted a Hermès Apple Watch: "Of course, I love the Hermes one! If truly okay with him to do the Hermes, I would love the 40 mm, stainless Hermes with bleu indigo swift leather double tour" 1719. Other items in the corpus include annual April 19 birthday flowers from Roses and Blooms 78, February 2019 wine deliveries 79, Paul Simon concert tickets 80, and Valentine's Day 2018 "Glam Squad" bookings routed through Lesley Groff for "Karyna, Mel, Kathy Ruemmler" 1819. Mansion Meetings and Political Commentary

The corpus records Ruemmler visits to Jeffrey Epstein's 9 East 71st Street Manhattan residence across 2017-2019 84. On March 24, 2018, she attended a lunch there with Miroslav Lajcak, then President of the UN General Assembly, and Steve Bannon, on the same day Epstein held a Skype call with Reid Hoffman 8584. On May 19, 2017, Brad Karp, chairman of Paul Weiss, "will join the Kathy Ruemmler meeting tomorrow at 5:30pm" 8684. Ruemmler characterised Trump financial disclosures as "silly, include revenues of hotels as INCOME. no related expenses" 90, reacted to John Dowd's hiring with "Omg. John Dowd???" 91, and commented on the firing of Sally Yates 89. She relayed SEC enforcement news, writing that the SEC was "looking further into whether musk tried to manipulate the stock to punish the shorts" 9289. A separate corpus article forwarded between Epstein and his network described her representation of Israeli surveillance executive Amit Kochavi: "And now Kochavi has purchased the services of President Obama's former White House counsel, Ruemmler, whose name was once on the shortlist for US attorney general" 9348.

The corpus also records a separate Epstein-Goldman personnel channel that ran through Jide Zeitlin, a Goldman alumnus and then-director of Tapestry Inc. In January 2019 Zeitlin introduced himself to a woman whose "name and resume" he said were "provided by Jeffrey Epstein," noting he was "a director of Tapestry, the holding company that owns the Coach, Kate Spade, and Stuart Weitzman brands" 9495. Zeitlin later resigned as Tapestry CEO in July 2020 following New York Times reporting on unrelated conduct; the record does not connect the Zeitlin channel to Ruemmler's own Goldman recruitment 95.

Trust, Estate, and Subsequent Roles

In February 2026 Ruemmler resigned from Goldman Sachs, per a LittleSis entity update (entity 117867, updated 2026-02-13) describing her as "Resigned as Global head of regulatory affairs, Goldman Sachs in February 2026" 31.
