The earliest documented link between Tamince's office and Jeffrey Epstein dates to November 2010, when Epstein received the direct contact information for Tamince's secretary, with the sender noting that Epstein's group had previously stayed at a Rixos property in Antalya ¹. This establishes a prior point of contact inside Tamince's personal office well before the 2017 training arrangement.

The June 2017 program was hosted at the Land of Legends Spa, with accommodation at Rixos Premium Belek on an all-inclusive basis, running from approximately June 20 to July 4, 2017 ⁴³. Sultan Bin Sulayem's introduction email described one participant as Epstein's "personal masseuse" and asked Rixos staff to train her comprehensively ⁴. Women's names were redacted in the produced documents; their passports were transmitted to Tamince's office prior to arrival ².

Coordination flowed through Sebla Soydan Bora, Director of the Chairman's Office and personal assistant to Tamince, who corresponded directly with Lesley Groff and with Epstein himself on logistics, payment, and arrival scheduling ³. Groff handled payment via Visa card; initial Amex attempts failed because remote payment was not supported ³. The final confirmed charge was 5,230 EUR ²³. Epstein also asked in the email record whether a second assistant should accompany the first so "she will be teaching the others after she learns" ⁵.

Sultan Bin Sulayem, the Dubai-based logistics and ports executive, was the operative link between Epstein and Tamince. Sulayem forwarded the Russian participant's passport to Tamince's office and personally directed Rixos staff to provide comprehensive training ⁵. His email to Tamince's office, dated June 5, 2017, described Epstein as "our friend" — EFTA02344064 — language consistent with the broader email corpus in which Sulayem refers to Epstein in familiar terms across more than 6,800 documents ⁴.

Sulayem was copied on subsequent logistics emails alongside Tamince's PA, positioning him as a continuing point of coordination rather than a one-time introducer ⁵. The investigation database records both a social and a financial connection between Tamince and Sulayem, though the documentary basis for the financial tie has not been fully evidenced at this stage.

According to a 2026 public statement, Tamince said he never met Epstein personally, that Sulayem had asked a favor as a friend, and that his office implemented the request during his absence in Astana ⁶. He attributed responsibility for the arrangements to his assistant Sebla.

Records show over 30 emails in which Tamince's name appears in the header — either as direct addressee or in office communications — and the coordination was handled by his Director of Chairman's Office rather than a general hotel reservations channel ⁶. Passport copies for participants were routed to Tamince's personal office ². Examination of the documentary record does not confirm or contradict the claim that arrangements were handled at a staff level without Tamince's direct awareness; the evidence establishes that his office handled the logistics but does not contain communications directly from Tamince himself in the corpus reviewed ⁶.

Analysis of the Foreign Agents Registration Act database returned no results for either "Tamince" or "Rixos" ⁷. Turkey has 195 registered foreign principals, the nineteenth-highest country total. Analysis of this absence does not establish a legal violation — FARA registration is required only when an entity acts at the direction of a foreign government or political party — but it is noted given Tamince's documented connections to Turkish government-adjacent networks and the presence of Rixos properties in multiple jurisdictions with state-linked partnerships ⁷.
